Community Project Funding Requests FY24
Member Community Project Funding Requests Submitted to U.S. House Appropriations Committee
Rep. Gregory W. Meeks has submitted 15 requests for Member Designated Community Project Funding (CPFs) to the House Appropriations Committee for Fiscal Year 2024 (FY24).
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Meeks has certified that he, his spouse, and his immediately family have no financial interest in any of the projects he has requested.

Project Name: Strong Families Program
Amount of Request: $1,200,000
Explanation of the Project: The funding would be used to improve the criminal and juvenile justice system’s response to domestic and family violence, including spouse abuse, child abuse, and abuse of the elderly; by engaging families in restorative conferencing and mediation, respite and whole care activities and case management and support to meet the needs of families.

Project Name: Robert Couche Center for Adults
Amount of Request: $103,303
Explanation of the Project: The funding would be used to upgrade security features such as cameras, fencing, as well as paint for the Old Adult Center.
Project Sponsor: Greater Allen Development Corp
Project Name: Greater Allen Affordable Apartments
Amount of Request: $1,000,000
Explanation of the Project: The funding would be used to purchase 9 vacant lots to develop three 4-story residential buildings with ground-floor community facility space and parking.

Project Name: Rockaway Community Center for Youth
Amount of Request: $ 417,500
Explanation of the Project: The funding will be used to acquire space to support youth programming and workforce development in the Rockaways. Ocean Bay CDC has been focusing on youth activities as a long-term investment. These issues affect family, and this includes school age children who may currently fall into a generational, systemic cycle where they are not prepared for opportunities after High School. Ocean Bay CDC seeks to change the opportunity gap among diverse and underrepresented demographic groups, realizing the importance of equity and inclusion.

Project Name: Wind Tunnel Lab and Aviation Research Database
Amount of Request: $250,000
Explanation of Project: The funding would be used to purchase a state-of-the-art educational wind tunnel lab and implement aviation research database.

Project Name: Wind Tunnel Lab- Power Supply Upgrade
Amount of Request: $50,000
Explanation of Project: York College will use the funding to upgrade the power supply and facility to accommodate a state-of-the-art educational wind tunnel lab.

Project Name: Capital Improvement and Security Project
Amount of Request: $1,000,000
Explanation of Project: The funding would be used for a capital improvement and security project.

Project Name: Goodrich Legacy Center
Amount of Request: $3,500,000
Explanation of Project: The funding would be used to serve youth and adults from all social, economic, and ethnic backgrounds ensuring equitable opportunities and a substantive gateway to the workforce.

Project Name: Bright Future Community’s--The Rock Studios
Amount of Request: $810,000
Explanation of Project: The funding would be used to help people with small, artisinal, and ethnic food businesses to make the transition from working in their home kitchens to using a fully equipped professional kitchen.

Project Name: The Shared Kitchen Accelerator and Launchpad for Entrepreneurs (SKALE)
Amount of request: $750,000
Explanation of the project: The funding would be used to engage food-related entrepreneurs and small businesses, with an efficient training program, peer support, and training and resources.

Project Name: South Asian Cultural Housing and Assisted Living (SACHAL)
Amount of request: $6,000,000
Explanation of the project: The funding would be used to construct a new 5-story residential and multi-use building on an existing site.

Project Name: Broad Channel Emergency Operations Center
Amount of request: $2,000,000
Explanation of the project: The funding would be used for a new location that will afford a safe place to operate in storm situations and is designed above the storm surge flood height in the area.

Project Name: Central Queens Capital Project
Amount of request: $975,000
Explanation of the project: The funding would be used to create a modern handicapped-accessible facility that would be able to help the working poor, immigrants, single-parent families, and elderly.

Project Name: Hudson Raritan Estuary Ecosystem Restoration Project for Jamaica Bay
Amount of request: $3,250,000
Explanation of the project: The funds would be used for engineering & design (E&D) work at two sites that are essential to restoring Jamaica Bay:
* $500,000 for Stony Creek/Duck Point (Jamaica Bay) to start E&D
* $2,750,000 for Fresh Creek (Jamaica Bay) to complete E&D
Project Sponsor: Chhaya Community Development Corporation
Project Name: Richmond Hill Multipurpose Community Center
Amount of request: $3,207,437
Explanation of the project: The funding would be used to purchase a building for the “Chhaya CDC Richmond Hill Multipurpose Community Center.” This new space will allow Chhaya to grow its direct services programs, now provided to more than 3,000 households per year.
